# CE Certified Packaging Machine: What the Mark Actually Means for Buyers
You've seen it on every machine supplier's website: "CE Certified." It sounds reassuring. But most buyers don't know what it actually means — and more importantly, what it *doesn't* mean.
Here's the problem: "CE certified" is used as a marketing phrase, but the reality is more nuanced. Some manufacturers self-declare CE compliance without third-party testing. Others certify only certain components, not the whole machine. And some certificates are simply forged.
This guide explains what CE certification actually requires for a packaging machine, how to verify it's legitimate, and why it matters for your business.
What CE Marking Means (Legally)
CE marking is a manufacturer's declaration that a product complies with applicable European Union directives. For packaging machinery, the relevant directives are:
Machinery Directive 2006/42/EC
This is the core safety directive. It requires the manufacturer to:
- •Conduct a risk assessment for every hazard the machine presents
- •Implement protective measures (guards, emergency stops, interlocks)
- •Provide a user manual in the destination country's language
- •Issue a Declaration of Conformity (DoC)
Low Voltage Directive (LVD) 2014/35/EU
Covers electrical safety. The machine's electrical system must meet standards for insulation, grounding, overcurrent protection, and enclosure ratings.
Electromagnetic Compatibility (EMC) 2014/30/EU
Ensures the machine doesn't emit excessive electromagnetic interference and is immune to reasonable levels of external interference. This matters because packaging machines often sit near sensitive equipment in food and pharmaceutical facilities.
What CE Certification Does NOT Mean
Let's clear up common misconceptions:
It's not a quality mark. CE marking is about safety, not quality or performance. A CE-marked machine can still be poorly built — the directive doesn't specify build quality, only safety compliance.
It's not a third-party test (usually). For most machinery, including packaging machines, CE marking is self-declared by the manufacturer. No independent lab has to test the machine. The manufacturer creates a technical file, performs a risk assessment, and signs the Declaration of Conformity themselves.
It doesn't mean "approved by the EU." There's no EU agency that reviews or approves CE-marked products. The system relies on manufacturer responsibility and market surveillance by member states.
It doesn't cover everything. Some high-risk machinery (listed in Annex IV of the Machinery Directive) requires involvement of a Notified Body. Standard packaging machines typically don't fall into this category — but if the machine includes features like power presses or explosive atmosphere components, additional certification may apply.
How to Verify a CE Certified Packaging Machine
Since self-declaration is the norm, the burden of verification falls on you, the buyer. Here's what to check:
1. Request the Declaration of Conformity (DoC)
This is a formal document that must include:
- •Manufacturer's name and address
- •Machine model and serial number range
- •List of applicable directives (e.g., 2006/42/EC, 2014/35/EU, 2014/30/EU)
- •Referenced harmonized standards (e.g., EN ISO 12100 for risk assessment, EN 60204-1 for electrical safety)
- •Name and signature of the authorized person
- •Date of declaration
If the supplier can't produce a DoC, or the DoC is vague (missing standards, missing directives), that's a red flag.
2. Check the Technical File
Under the Machinery Directive, the manufacturer must maintain a technical file for 10 years. This file includes:
- •Risk assessment documentation
- •Circuit diagrams and safety circuit descriptions
- •Calculations and design drawings
- •Test reports (if any)
- •User manual
You can request to see parts of this file. A legitimate manufacturer will share the risk assessment summary and safety circuit description. If they refuse entirely, question why.
3. Verify the Standards Referenced
The DoC should list specific harmonized standards. For packaging machines, common ones include:
- •**EN ISO 12100:2010** — Safety of machinery — General principles for design — Risk assessment and risk reduction
- •**EN 60204-1:2018** — Safety of machinery — Electrical equipment of machines
- •**EN ISO 13849-1:2015** — Safety of machinery — Safety-related parts of control systems
- •**EN ISO 14120:2015** — Safety of machinery — Guards
If the DoC references these standards, ask whether the manufacturer has actually applied them — not just listed them. A risk assessment should be a real document, not a checkbox.
4. Physical Inspection Points
When you receive the machine, check:
- •**Safety guards**: Are they interlocked? Does the machine stop when a guard is opened?
- •**Emergency stop**: Test all E-stop buttons. Do they cut power to dangerous movements?
- •**Labeling**: Are warning labels present and in a language you understand?
- •**Electrical enclosure**: Is it rated for the environment (IP54 minimum for most packaging areas)?
- •**Wiring**: Is wiring neat, labeled, and protected? Loose wiring is both a safety and reliability issue.
5. Notified Body Certificate (If Applicable)
For Annex IV machinery, a Notified Body must be involved. If the supplier claims Notified Body certification, ask for the certificate number and verify it on the Notified Body's website. For standard packaging machines, this typically doesn't apply — but if a supplier claims it, verify it.
Why CE Certification Matters for Your Business
Import Requirements
Most countries accept CE marking as proof of safety compliance for imported machinery. Even if you're not in the EU, customs authorities in many countries (Southeast Asia, Middle East, South America, Africa) recognize CE as a valid safety standard. Without it, your machine may be held at customs or require additional local testing.
Insurance and Liability
If a machine causes an injury and it lacks proper safety certification, your insurance provider may deny the claim. CE marking demonstrates due diligence in selecting safe equipment.
Worker Safety
This is the real reason CE directives exist. Packaging machines have real hazards:
- •Moving parts (conveyors, seal bars, film reels)
- •High temperatures (sealing elements, shrink tunnels)
- •Electrical hazards (220V/380V power supplies)
- •Cutting mechanisms
A properly CE-compliant machine has guards, interlocks, emergency stops, and safe electrical design that protect your operators.

CE-marked machines hold better resale value. When you upgrade or relocate, a documented CE-compliant machine is easier to sell — especially to buyers in regulated markets.
Common CE Certification Problems We've Seen

Self-declared without actual compliance: The supplier stamps CE on the machine but never performed a risk assessment. The machine lacks basic safety features like guard interlocks.
Partial certification: The electrical components are CE-marked (which they should be — that's component-level compliance), but the machine as a whole hasn't been assessed. This is like saying a car is safe because the tires are branded.
Outdated standards: The DoC references standards that have been withdrawn or superseded. For example, referencing EN 60204-1:2006 when the current version is 2018.
Wrong directives: The DoC covers LVD and EMC but omits the Machinery Directive — which is the primary directive for packaging equipment.
No technical file: The supplier claims they'll "provide the technical file later" but never does. Without a technical file, the CE mark is meaningless.

1. Risk assessment per EN ISO 12100: We identify every hazard for each machine model — mechanical, electrical, thermal, noise. We document the risk level and the protective measure for each.
2. Safety circuit design per EN ISO 13849-1: Safety functions (E-stop, guard interlocks, emergency stop) are designed to Performance Level d (PLd) or higher, with redundant channels where needed.
3. Electrical compliance per EN 60204-1: All electrical installations follow the standard for wiring, protection, labeling, and enclosure ratings.
4. Declaration of Conformity: We issue a DoC for every machine, listing all applicable directives and referenced standards. This document ships with the machine.
5. Technical file: Maintained for 10 years per machine model, available for inspection by market surveillance authorities.
This isn't about passing an audit — it's about making sure the machine doesn't hurt anyone. The directives exist because people have been injured by poorly designed machinery. Compliance is the minimum; good engineering goes further.
